Maps at wowVault -- Some great city maps with NPC locations labelled, as well as the basic region maps from the game.

Maps at WorldOfWar -- An accurate route map. They are also slowly adding both instance maps and annotated area maps with mob/creep types and levels labelled on them.

Infocepter maps and guides -- Amazingly useful instance maps and brief guides. Only a few instances so far.

Route maps at WoW Atlas -- Very few maps here yet, but they offer a very cool mapquest like "pathfinder" feature that shows you route between points A + B.

Atlas addon -- Annotated maps for almost every instanced dungeon. Available in addon form for viewing in-game.
